I've been a kayaker for years and years …. Never heard of "rules" for kayaking. I guess if you invent, sometimes they say that to keep the open side up? Are you talking about laws enforced by the Coast Guard or local government? This includes things like having a good PFD for each person on board, etc., and different parts of the world, there are different laws. Google the sport, and its location (state, province, country, etc.) and "laws" you must find what is appropriate for your area.
